Six years have passed since John Kingman and Phil Stonerman teamed up in Indianapolis to bring down crooked politician (and former IPD deputy chief) Horace Hornecker. Kingman, Stonerman, and former Detective Captain Matt Kincaid are in the midst of retirement in Florida, working and contemplating eventual second (and permanent) retirements. The death of a member of a Tampa mob family during a field exercise at the Executive Training Grounds is blamed on Kincaid, and he and wife Kathryn become the targets of threats and harassment. When a bomb meant for Kincaid almost kills an Executec receptionist, Kincaid is placed on administrative leave. He and Kathryn visit the Kingmans in Fort Myers to sort out options for the future. But trouble follows the Kincaids and results in a disaster and tragic loss for both families. When further attempts are made on Kincaid, and also on Stonerman, the three former detectives agree "enough is enough." They assume the offensive and prepare a battle plan they hope will win the war against a vengeful foe.
