Includes the manual for peer review; overall findings and recommendations; final reports on a dozen projects in basic and applied sciences and engineering; interim reports on three others; and 26 Review Panel reports. The core criteria included relevancy, scientific and technical merit, data validity, superiority to alternative technologies, commercial availability, and operational adaptability. Includes biographical summaries of the review panel members.
