Using theory and social research, this overview of human resources development in South Africa focuses on three institutional subsystems in South African society--the youth labor market, the world of work, and the national system of science and innovation. Arguing for policy implementation, this volume identifies five key determinants--from educational institutions to the absence of internal labor market practices--to study the possibility of creating interlocking social systems and a more effective human resource institution.
