The headwater control movement began in 1989 and has remained a typical environmental movement, in the sense of being ad hoc, multidisciplinary, integrative, practical, interventionist and, above all, "green". In this text, the scattered supporters of headwater control reveal a shared vision of the way forward in headwater management, restoration and protection, presenting a clearer vision of the work that has to be done and a plan of campaign for the future.
