Personally, Collier’s ideas make me feel like short on growth factor. Since these unrealized industrialized countries are falling further and further behind the standard living norm. The democratic leadership factors are just a part of equipment on tackling poverty, the most important element no matter for developing countries or developed countries should be productive forces. There are many relative matters will make poverty and inequality happened, but absolutely opposite relationship for poverty is growth. Where there is growth, there is less poverty. For instance, the democratic and autocratic arguments have never been stopped between western democracy countries and communist countries and which the “autocratic” China recently became the second largest economic entity and its population people of poverty are declining sharply during last decades. For African governments’ leader issue which in order to address poverty, from my think, the first is not about lead the process of democratization, but reform on productivity.
