This text reviews the origin of the international civil service, its evolution, characteristics, weaknesses, as well as the institutions related to it, such as the ICSC, the Pension Board and Administrative Tribunals. The study was prompted by the concern of the United Nations General Assembly over the efficiency of the administrative and financial functioning of the United Nations, for the review of which a Group of High-Level Intergovernmental Experts - the Group of 18 - was established by the General Assembly.
