索罗斯说过一句很有意思的话:当今世界的主要矛盾之一,是全球性的金融市场,与主权国家之间的矛盾。1998金融危机期间,索罗斯广为人知的狙击亚洲国家货币,可以说是对这个矛盾的充分利用。
对国际金融的误解,可以根据对这个矛盾的判断分为两类:
1. 无穷夸大这个矛盾,无视金融市场,货币市场和宏观经济的客观规律,把金融市场,有其是货币市场的一切活动,都从国家对抗的角度解释,从而形成阴谋论。
2. 片面局部地强调市场规律,忽视主权国家之间的利益矛盾。持这类言论的,多数是美国中心论。王健博士的这本书存在这类问题。
整体而言,这本书对美联储的介绍非常有价值。他对美联储的架构设置,历史背景,运行机制,法律义务都进行了详细介绍,并进一步介绍了次贷危机依赖美联储一系列货币政策的经济原理。
同时,王博士以美联储的架构作为模板,对中国中央银行体系做了比较性判断,并指出了一些问题的经济学原理,比如影子银行何以存在,如何解决。
这本书不能让人信服的部分,首先源自上面所说的矛盾。比如,王博士在书中提到了全球结构性经济失衡。和美国不少经济学者一样,王博士认为全球经济失衡的成因,尤其是美国贸易巨额逆差的原因,不是美国借款太多,而是亚洲国家存款太多。当然,这本书的重点不在于全球经济失衡。
本书的第二个问题,是它对美联储货币政策颇为一边倒的辩护。作为美国中央银行,美联储的法律义务决定了它的货币政策必须扩大美国的就业,稳定美国的市场价格,以及美国金融市场的长期利率。当这些目标和世界其他国家和地区利益存在矛盾时,美联储的法律义务决定了它必须维护美国利益。
次贷危机以来的一系列量化宽松,当然在美国国内成因是为了稳定金融市场,保障货币供给和刺激经济保障就业。但是在客观上它的确造成了美元汇率下行,给其他国家带来了通胀压力。
这个现象的根本,就在于上述的全球性金融市场与主权国家之间的矛盾。忽视这个矛盾就必然得出一些片面的结论。
